Ukrainian manufacturers call for the creation of a thermal equipment reserve to enable rapid heat restoration after attacks

Ukrainian manufacturers of boiler equipment, united under the Thermal Energy Cluster of Ukraine, have called for the creation of a reserve of thermal equipment to enable the rapid restoration of heat supply in the event of damage to critical infrastructure. The manufacturers presented the relevant Emergency Action Plan for Ensuring the Resilience of Heat Supply at a press conference.

This winter, the issue of maintaining a reserve of thermal equipment may become critical. Russia continues to attack energy infrastructure, while large centralized heat sources remain vulnerable to further strikes. A reserve would ensure the availability of the necessary backup equipment and enable its prompt deployment wherever it is needed.

“We cannot predict where the next damage will occur, but we can prepare for it. The necessary equipment must be kept in reserve so that, in a critical situation, it can be quickly delivered and heat supply restored. Ukrainian manufacturers have the required capacity and are ready to contribute to building such a reserve,” said Anatolii Korzh, Director of the Brovary Boiler Equipment Plant ARDENZ and President of the Thermal Energy Cluster of Ukraine.

The proposed reserve would include modular boiler plants and mobile emergency boiler units, key boiler equipment for restoring damaged facilities, as well as autonomous heat sources. The mechanism for establishing such reserves is already provided for under Resolution of the Cabinet of Ministers of Ukraine No. 651; however, it currently remains only on paper.

“Given the high risk of further attacks, this could become one of the key mechanisms for getting through the heating season. The reserve would complement existing resilience plans with a practical rapid-response mechanism and enable faster restoration of heat supply in the event of further damage,” said Andrii Hevko, Vice President of the Thermal Energy Cluster of Ukraine.

To achieve this, the manufacturers call on the Cabinet of Ministers of Ukraine, the Ministry of Restoration, Infrastructure and Transport of Ukraine, and the State Agency for Restoration and Infrastructure Development of Ukraine to identify the needs of communities and define a standard composition of the reserve, begin its formation, and prepare host facilities for the deployment of emergency boiler units.

The members of the Thermal Energy Cluster of Ukraine also signed a Memorandum of Cooperation, confirming their readiness to coordinate manufacturers’ efforts and contribute to the practical implementation of the Plan.
